Major Pover started the Outreach programme in Perth and Kinross when he was a police sergeant based initially in Pitlochry then Blairgowrie.
The project worked with secondary school pupils in the first instance before setting up a partnership with Rattray Primary followed by Coupar Angus and Alyth primary schools.
Major Pover retired from Tayside Police in 2011 and was elected to Perth and Kinross Council in May last year to represent Ward 1 Carse of Gowrie.
He also serves as convener of Community Safety.
The dinner was attended by all the partner agencies involved in the initial project and guests included the Lord Lieutenant Brigadier Melville Jameson; Provost Liz Grant; former Perth and Kinross Divisional Commander, Chief Superintendent Roddy Ross; Superintendent Jim Leslie, current Divisional Commander; former Provosts John Culliven, John Hulbert; Brenda Kerr, head teacher of Rattray PS; Margaret Cameron, head teacher of Coupar Angus Primary School; and Mark Lindsay, former head teacher at Alyth Primary School.
Guests were entertained by Piper Rhori Proctor, grandson of Major Ronnie Proctor, who has also supported the project with visits to Balhousie Castle over the years.
The dinner also saw the annual presentation of the Westminster Cup donated by MP Pete Wishart and awarded to supporters of the Army Cadet Force in Eastern Perthshire.
The cup was presented by Provost Grant in the absence of Mr Wishart to Major Douglas Pover and Major David Shaw. Both have been involved from the initial set up of the Outreach Project.
Major Shaw served as the project second in command and is now the Korea Company Commander covering Perth and East Perthshire.
